Project Server 2010 Service Application Wont Work

  I have installed everything and Sharepoint 2010 seems to work fine even though it did fail configuration due to not being able to load sample data.
  
  When I  go to configure project server Central Administration > Manage Service Applications > Project Server Service Application I get :
  
  Could not load file or assembly 'Microsoft.Office.Project.Server.Administration.ApplicationPages, Version=14.0.0.0, Culture=neutral, PublicKeyToken=71e9bce111e9429c' or one of its dependencies. The system cannot find the file specified.

   

  Troubleshoot issues with Microsoft SharePoint Foundation.

  The Service starts and stops ok but I cannot get in to create a PWA etc..
