It all dependes on organization to decide for the upgrade based on the understanding of new features of PS2010 & see how these imporve the PMO processes & budget/cost for the upgrade. Please see the below article which has information on PS2010 - What's new?
Please download the project server 2010 product guide which has all features in details. I found that PS2010 is very flexible in terms of configuration/development & Implement the processes what my customers are looking for.
As you said that "facing lot of problem in upgrading from project server 2007 to project server 2010.", I have seen few thread from you & seems that you may need to plan the activities stating from PreUpgarde checks which reduces your chance to see errors like missing feature IDs etc. Would prefer to hire a MS Project partner.
Regarding your question, "when a resource who is having privilege to create a project logs in to the pwa site and creates a project and tries to view the project in different views present an error is thrown", What is the error thrown ? What is the error log in ULS? Have you configured/changed permissions correctly. If you just install PS2010 on SP2010 & with default permissions, You can verify.
