The Project Managers are currently set in the "Project Managers" group and "My Projects" category.  What should the checked permissions be in the "My Projects" category?  In the "My Projects" category I currently have under the "Projects" section the radio button "Only the projects indicated" on and all the projects listed in the left window (None added over) and the first box checked "The User is the Project Owner or the User is the Status Manager on assignments within that Project".  Am I missing something?  I've tried all sorts of scenarios and can't get it to work.

You're on the right track. You'll have to use two categories to achieve what you want:
    1. for read/write, create a dynamic category like you described above. Make sure to set permissions that relate to both read and write operations
    2. for read-only, a category similar to "My Organization" that applies to all projects but does not set permissions for write.
