    Can OCS standard have multiple users in video conferences at the same time?

      Yes, it can. Depending upon your performance requirements and server hardware etc. up to 250 people in 1 video conference...

          You use either Office Communicator client and add more users to the call, but this are more like multiple users in a video call.

          So for the conference you use Live Meeting and invite users to the conference by leting Live Meeting client send an email to them with a link for the conference.
