  What is the best study material to use to pass the 70-648 the first time?

  I don't know whether it's the, "best" or not but you might like to start here:-

  Check out the following learning plans from Microsoft

  Learning Plan for Exam 70-648 TS: Upgrading Your MCSA on Windows Server 2003 to Windows Server 2008, Technology Specialist

  Learning Plan for Windows 2000 IT Professionals: Server Administrators Who Want to Work towards the Windows Server 2008
  Certification

  The second one states from Windows Server 2000 howver the learning plan contains details for upgrading from 2003 to 2008 as well.
