To access the Windows Live Solution Center, the sign-in link is at the upper right of the page. If it doesn't give you an option to sign in with your LiveID, try deleting cookies and temporary Internet files in your browser and try again.
In any event, there is no option to rename the folder on SkyDrive and no option to rename the folder and have it reflected to all devices and SkyDrive.
The easiest (and perhaps only) solution is to stop the folder from being synchronized, rename the folder on the PC and then add the folder back to the Mesh.
