Hi Sumit,
I myself have come across the above scenario in my previous project.
The reason in my case was SQL Server. The SQL Server was running on very high memory and was very slow. Due to which whenever I publish a solution, the CRM went extremely slow and sometimes not did anything at all. I mean CRM was unavailable. To bring the CRM performance back, I restarted SQL Server services on my SQL box.
Try that. Whenever you try to publish, see how sql server is behaving.
CRM publishing process in itself is not slow or having any performance impact. I mean a solution having many components will take time in publishing as compared to as compared to a solution having few components, but never does it degrade performance. Most likely the culprit is SQL Server performance.
To immediately solve this issue, whenever you publish, try recycling application pool and/or reset IIS. Try restarting sql server services.
See how you go as per above.
I hope this helps. If my response answered your question, please mark the response as an answer and also vote as helpful.

Thanks Ashish Mahajan for your quick reply.
As I restarted the server, all changes are reflected. but again when I made changes such as changing User's security role, it is not reflecting. It too took time to reflect. What about this problem. should I always restart services(sql server etc, whatever required) to reflect the changes.

Hi Sumit,
When you change user's security role, try deleting all cache from IE for that user. Atleast close that IE and open a new one and then open CRM. Try deleting cache.
No you don't have to restart sql/IIS to reflect the changes after they are published. These are just emergency steps :)
In case of changing user's security role, I suggest deleting cache of IE and see what happens.
I hope this helps. If my response answered your question, please mark the response as an answer and also vote as helpful.

Its not working.
Even after restarting the server, new security role is not in affect.
Yesterday I did change a users Business Unit and assigned a new security role which has limited access to CRM.
Today in morning again I changed BU of the same user to ROOT BU and assigned System Administrator role.
But till now that user have restricted access to CRM. Even after restarting the system.
That user is in Root BU and have System Administrator Security role. but it has restricted access to CRM
What to do?
