Registering plugin issues

  OK so I am trying to register the plugin. I have tried both the plugin registration and developer tool and none of them work. the closest one I have gotten to is the developer tool but on the last portion, it throws a soap exception. any ideas? It's on this line of code:
  
  
       connection.service.Create(plugintype);
  
  
  Now, the xml config file I believe has been modified and entered with the valid data required. Looking at the stack trace on MS CRM, this is what I get:

  Any ideas on how to fix this or how to register the plugin so I can see it within MS CRM 4.0?
