Either it can be on disc or database .
Mainly in Database
As said in pervious post use Plugin registeratiotn tool
this will help to identiify the plugin with the organisation

What is the exact requirement ?
Why is there is requirement to extract plugin from Database
its kept in few table PluginAssemblyBase and PluginAssemblyBaseIds.
Its not recommended or prudent to fiddle with CRM Database ...
