I have a Windows 7 Ultimate promotional CD and a valid installation key. I installed the product fine but when I run the Microsoft Genuine Advantage Diagnostic Tool (1.9.0019.0) , the Licensing tab shows the "Remaining Windows rearm count: 3". Does that mean that I am under some kind of licensing "grace period" that will expire and I will be able to re-arm it up to 3 more times?

No, Rearm count of 3 is normal. It has nothing to do with your activation status. Rearm will allow an extension of the grace period is certain circumstances.
According to the report you are genuine but you have some file mismatches that have to do with the WAT update. Any idea what could have caused that?
The Filemismatches here are all files that come with the WAT Update. The [hr = 0x80070002] part means the files were not found. However, according to the "Windows Activation Technologies-->" section of the Diagnostic Report this copy of Windows 7 has not yet had the WAT update installed.
Since the WAT update is not mandatory, not having the update installed and, in turn, having these WAT files show as Mismatched is expected behavior and is nothing to worry about.
