Cannot install Microsoft Security Essentials

Hello,
I want to replace Windows Live One Care on my computer with Microsoft Security Essentials. The WLOC program on the configuration menu is not there so I can't remove it. My computer however is protected with WLOC. Please advise alternative secure way(s) to remove WLOC
