    I want our voice group to be able to manage users in the OCS MMC.  I added the users to the RTCUniversalUserAdmins group but they don't have permissions to modify the Telphony settings.   What am I missing?

      If any non-default permission changes have been applied to OUs and objects in AD then that can cause problem with not being able to modify all properties of an object.
