    I have created two new picklists in CRM 4.0 and added them to my form.   They show up as drop down lists to pick from but there are no values in the drop down list.  There is no Javascript on the form.  The changes to the form are not yet published.  I'm using IE8.

    save the form and publish and  also enter publish all customization in the form and also clear browser cache from ur pc....

    Hello,

    In case even you have already done publishing but changes are still not visible try to restart IIS using iisreset command.

    I can't publish the form yet.  The changes are significant and the users have not been trained on how to use the new form.

    Is there no way to test the functionality of the pick lists without publishing?

    You can test the form using preview mode

    I am using Preview Mode, but my Pick List values do not show up.
