Off XP Pro activated ok(?) fails validation

I have a system builder version of Office XP pro (and Publisher) that I purchased in 2002 and ignored up until recently. My system is set up as a dual boot computer with Windows XP Pro and Windows 98 as the second OS. Windows XP pro passes validation.
The Office XP pro disks and COA meet all the visual criteria outlined on the How To Tell website. Although Office XP installs and activates, it fails validation stating that Office must be activated. This is with all of the office programs running and displaying dialog boxes "This Product Has Already Been Activated".
I followed steps outlined in kb313938 to reinstall and restart the product activation wizard. I tried both Internet and Telephone product activation only to get the same results.
Here's the MGADiag report:

[0x80180101] Microsoft Office XP Professional:
Validation Incomplete: Office Must Be ActivatedThe validation process could not be completed because your copy of Microsoft Office has not been activated.

Microsoft Publisher 2002:
Validation Incomplete: Office Must Be ActivatedThe validation process could not be completed because your copy of Microsoft Office has not been activated.
These are the error messages I get when I try validating Office XP- Is there a possibility that because I have Windows 98 installed on drive C:/ and Windows XP on drive D:/ that I might be seeing this error? but then wouldn't I see a similar error with Windows XP?
Help please! (Thanks!)

Hi Raymouse,
Can you try this for me?
1) Go to: C:\Documents and Settings\All Users\Application Data\Microsoft\Office\Data\
2) Delete the data.dat file.
3) This data.dat file is for Office (not OGA).
4) Once the file has been deleted, open an Office application such as MS Word and ACTIVATE it.
5) After product activation is successful, let’s try revalidating (this is the OGA part; Office Genuine Advantage): http://www.microsoft.com/genuine/office/Validate.aspx?displaylang=en
Please let me know if this works for you or not. Thanks,

Hi Michelle,
Sorry for my slow repsonse. My current job has me running out of state on a weekly basis.
Thank you Very Very Much!
After I deleted the Data.dat (and .bak) files and opened MS Word, Office asked for the install disk and installed a feature... possibly because I was online at the time. Once activated, Office XP passed validation, and Publisher failed.
I removed and reinstalled Publisher and tried again, Off XP passed and Publisher failed, so I tried deleting the Data files again. Reactivated Publisher, and it passed, but Office XP failed. Opened MS word again, reactived it again, and now everything works as it should.
Again, Thank You!
I gather that I was probably creating my own problem by trying to install and activate both Publisher and Office XP at the same time, when I should have been performing these tasks one piece of software at a time.
Have a Wonderfull Holiday Season!
I'll be installing XP Home Edition SP2 and Works on the Family computer in the upcoming weeks :-)
