Error 80070426 Unable to update, System Error 5, unable to repair NlsData000d.dll

For several months now, this computer hasn't been getting Windows updates. When done manually, the error 80070426 comes up. When I try to start the Software Licensing service, it stops in less than a second. I ran the Microsoft Genuine Advantage Diagnostic Tool, and the resulting log is below. I also used the line "sfc /scannow" in the command prompt, as suggested in another thread. The resulting log had two error lines about a dll file that was unable to be repaired. Those lines from the log are below the MGADT log.

I ran that, and it said it fixed issues with Windows Update components needing repair twice, but I tried to restart Software Licensing, and I'm met with a 0x80070005 error. Running it through the command prompt as an admin still gives me:
"The software licensing service is starting.
The software licensing service could not be started.
A system error has occured.
System error 5 has occured.
Access is denied."

I don't have another computer with Vista SP2 immidiately available. I'll ask around if anyone else has it.
I'm not sure what I changed that's preventing it now, but I'm getting a 0x80070005 error when I try to start it through the services window. Earlier, it would shut down in less than a second.
As for the Event Viewer, there's thousands of errors. The five that seem to be related to this are:
