Deploying OEM licensed XP with MDT, legal issues?

I have been tasked with setting up a Zero/Lite Touch deployment solution for Windows XP. The problem is company in question doesn't have a VLK for XP, as they buy their computers second hand with OEM keys to save money. Low anual IT budget and a VLK for their entire park would eat up a years budget at this point so it's off the table. Today they have an external agent handeling the OEM instals using the OPK, but the company has been bought up, by my company, and we are taking over the process. We want to deploy OS and place the clients in our AD using MDT and WDS, and the techical bits are sorted out, we are just unsure about the legal bit of reusing the OEM keys in volume like this. As far as I gather it's not permited using OEM media for imaging, and that's where we get tripped up. We want to automate the install/refresh process without them having to buy 400 new licenses as a VLK, paying for windows XP twice. They will eventually be rolled into our Win 7 VLK, but for now they are stuck with their own XP OEM scheme. Any tips?
