Mine is doing exactly the same. My monthly report just keep popping up over and over.

I think i have solved this.
It appears that a Tune up was running in the back ground. This happened at the same time as a monthly report. This meant that everytime the tune up was doing something the monthly report would be displayed. That ammounted to the monthly report being brought to the forefront of my display every two seconds making my PC unsuable.
So i launched the console of One care, went to change settings, then went to the Logging tab. I unticked the box for "display monthly reports" and that stopped the report coming up.
Not a real fix as such but at least i can use my PC now and i can always pull up the reports when i want.
I have logged a call with MS so lets see if they can give us a proper fix for this annoying issue.

The jury is still out as to whether I'm going to renew my One Care subscription when it runs out. And it didn't help that the Microsoft site kept giving me an error code this morning.

Personally, I don't see much use for the monthly report, so disabling it seems like a fine solution.
However, another possible solution is to run the database reset too. The report can go into this loop if there is corruption internal to the OneCare database.
Note that this really does *reset* everything - firewall rules, backup details, exclusions for scanning, etc.
