Hello needermine,
I am unclear as to what you mean about performing risk analysis. Can ypu be more specific?
Are you running Risk Analsysis from Project Server 2007? What are some of the steps you did prior to getting the error? Did the error come up from a Pop-Up?

There is a function within the Risk+ tool called Risk Ananlysis. I am working with MS Office Project 2003. I found That the error only appers on PRoject files that Have external Links, But I am Unsure as to why.

I have contacted Deltek Customer car, for Risk+ and there responce is as follows:
First and foremost make sure all Risk+ usage fields are cleared inclusive of formulas. Cannot have formuals running on the project schedule.
A. Risk+ does not work with externally linked tasks (i.e., tasks in separate schedule files that are linked together). Project's object model doesn't allow Risk+ to do the things it need to do with externally linked schedules. The way to handle this is to consolidate the schedule, or to run analyses on individual projects and incorporate the results of the individual runs into the master schedule via a custom distribution, or (more easily and probably nearly as accurately) bring over the calculated min/most likely/max values in a normal distribution on inserted tasks.
It is possible that a task is incorrectly labeled as an "external" task. To check a task, insert the "External Task" field as a column in a view, and look for tasks with a "Yes" in that field.
B. Check for schedule activities that have duration in minutes or in months. Enter durations in days. Decimal durations are acceptable (for example, .1 days). This is especially true for Risk+ 1.5. The durations in question are not just the Risk+ Best/Most Likely/Worst durations, but also the MS Project duration for each task.
C. Another possibility is that one of the fields that Risk+ uses has been customize and set to be updated by a formula. This prevents manual input as well as inputs from Risk+. To change the definition, right-click on the column title (for example Min RDur column which is really Project's Duration1 field), select Customize Field, and change the Custom Attributes to None instead of Formula.
D. Another possibility is that MS Project is minimized or hidden behind another window when Risk+ tries to paste the histograms into the Object window. In this case the Project window is not the active one and thus Risk+ cannot find it.
E. Your screen saver comes on before Risk+ has a chance to paste histograms into the Object window.
F. There is unexpected data in the fields Risk+ uses. See page 18 of the user's manual or choose Risk Analysis | Field Usage for a list of fields used by Risk+
G. Risk+ does not work with Project Server, just .MPP files.
H. Even though no filter was on the current view when it ran the view it was pulling still had a filter.
I. There is a histogram copied to the Gantt chart. For some reason this causes an error.
Let me know if you cannot get a good run. Test with limited iterations, try just 5 or so.
As discussed I will place this case in the Risk + queue and have the proper analyst contact you regarding you.
