Directory with No Subfolders Included picking up new folders

Using SyncToy 2.1 between two Windows x64 machines. I am syncing selected folders from Documents, and also want to sync any changes to files within Documents. On the selected folders under Documents I have "all subfolders included". For the Documents folder, however, I have "no subfolders included".
The right side is my laptop. The left side is my desktop. When I create a new folder under Documents on my laptop, I would expect SyncToy to ignore it. Instead, it picked it up and all the files/folders it contains. Only work around I have found is to delete the Documents folder whenever I create a subfolder under it that I do not want picked up, create the folder, then add the Documents folder pair back, once again excluding all subfolders.
Looks like a bug to me... ?
