Is Personal Operator feature linked to OCS in any way?

  Hi,
  I have a test environment (with exchange 2007 and OCS installed) in which I am trying to get the personal operator feature to work (http://technet.microsoft.com/en-us/library/bb232167.aspx). Just want to know if this has anything to do with OCS server?
