It really does not matter which test you do first. 70-647 will not give you an MCTS where the other three will. So if you do not have an MCTS you may want to start with one that gives you an MCTS. Other than that I would say pick the one that you have the most experience with.
Here is the skills measured for 70-640

70-642

70-643
http://www.microsoft.com/learning/en/us/Exam.aspx?ID=70-643&locale=en-us#tab2I would suggest looking over the skills required to pass the exams pick the one you have the most confidence in. The test are all about confidence plus after you pass that first one you will be ready for the tests you might not have as much experiences in.
Good Luck

Don't forget about the client exam too - so you need the 70-680 as well. I would start with the client exam myself as it's the easiest and will get you started with how microsoft sets up their exams. Once you have that you'll be an MCP as well.
From there I would do 70-640 then 70-642 because the networking material you learn will set you up for the 70-643 and 70-647.
Also make sure you have the most up to date material - they've updated the exams for the R2 version of server so make sure whatever material you have you get the most recent edition (usually Second Edition but that depends on the publisher).

I totally forgot about 70-680. Guess because it was not mentioned. so here are the skills measured for that.

Also very good point about the R2 material. The material seems to be behind the test so make sure they are current
