Windows Live OneCare does not startup

When attempt to start Live OneCare I immediately get an error message the says
Windows Live OneCare
Windows Live OneCare has encountered a problem and needs to close.
We are sorry for the inconvenience.
I have sent the error report on this several times. After sending the error report I try to start Live OneCare and I get the same results as shown above.
After re-booting my computer I try to start Live OneCare again and I get the same results.
I need help to get OneCare to work properly.
