Windows Live OneCare Problem

Hi, Window Live One Care has stopped working on both of my Toshiba laptops because my subscription ended, but also a lot of Windows features also stoped working such as: Security Centre, Network Sharing, and Printers…. I can’t turn them on, and I can’t uninstall any programs (including Window Live one care). I can’t print, or download any updates. Is there anything that I can do? Please help.
