This is a feature that is enabled when you upgrade a Project Server 2007 instance to Project Server 2010. BCM allows users with Microsoft Project 2007 to connect to Project Server 2010 while you are in the process of upgrading their desktop software to Microsoft Project 2010. Once you have upgraded everyone to the 2010 desktop software, then your Project Server administrator can disable the Backwards Compatibility Mode feature. Hope this helps.

Project Pro 2007can connect to PSVR 2010 PWA only if Backward Compatible Mode (BCM) is enable via PWA site.
BCM mode option is available only if you have provisioned PWA site using Project Databases created in 2007, in other words if you upgrade from 2007 to 2010.
Once BCM mode is disable you won’t be able to re-enable.
BCM mode should not be considered as long term solution, it should be treated as a feature which allows to use 2007 with 2010 until all desktop versions are upgraded especially in large organization
