According to Microsoft learning, this course is the only prep material for 70-513. I am working on certification on my own and can't afford $1500-$1700 for a traditional class.
Does anyone know of an alternative?

the best (but much longer) alternative is that you go to the appropriate articles in the MSDN - http://msdn.microsoft.com/en-us/netframework/aa663324

If you are really interested in that course and don't want to train yourself through MSDN, you can go to a training center and convince them to sell you the manual. This shouldn't be too hard to do, especially if you go to a small training center, since they are required by Microsoft to purchase a certain minimum number of manuals, and this could help them achieve their goal. These manuals are somewhat expensive, but much less than the price for the full course. You can then follow the manual on your own.
As an alternative, you could try an online training course, which is much less expensive than the instructor-led training:
