I cannot see any relevance to MS Trainings or certifications.
But the Domain Name Server (DNS) is responsible for these translations.
There are also other technologies, but these do not convert DNS Names - one example is WINS which can resolv windows names to their addresses.
Maybe you want to look that topic up on wikipedia - they normaly have good explanations.

DNS, NetBIOS and LLMNR are services / features that can resolve DNS names into IP addresses. Under NetBIOS you have WINS and LMOST.
