Beginner certification on VB.NET, ASP.NET, .NET3.5 framework

None of the developer certifications are classed as beginner certifications. They all need at least 1-2yrs of hands-on experience (by hands-on I mean using the technology on a daily basis, not reading books etc).

Web developer certifications are based on ASP.NET while Windows developer certifications are based on Windows Form.

Like Jeff said, there are no beginner MCTS exams. If you have the appropriate experience you can start with the 70-515 exam as the entry certification for the MCPD Web Developer.
If you're a student or employee of an academic institution you should have a look at the MTA exams, which are beginner certifications.
