    sounds kinda like someone is trying to enter your ssystem and lock you out or you have inadvertently right clicked and locked the taskbar
    nto srue which if you aare NOT running a firewall turn it on by doing the following
    click start/then control panel then security clickthe check mark next to firewall and make sure its on
    if this is true hold the mouse over th taskbar and right click andd see fi the taskbar is locked if so jsut ubncheck itand then reboot
