No "Embedded Device Management" option in SCCM 2007 after WEDM 2011 SP1 installation

We have SCCM 2007 R3 SP2 that's been in-place upgraded from SMS 2003 about a year ago.
Now we're trying to install Windows Embedded Device Manager 2011 SP1 on it.
It finished successfully and created "All Windows Embedded Devices" collection, but did not add "Embedded Device Management" to "Computer Management" which is necessary to deal with write filters.
Any suggestions would be greatly appreciated.
