That's correct, there are download links on the right side of the home page for the Cliplets project here: http://research.microsoft.com/en-us/um/redmond/projects/cliplets/.
There are actually two different downloads. If you have the 32-bit version of Windows 7, download from here: http://research.microsoft.com/en-us/downloads/7daad1b9-b708-4fb6-a463-211d4fcf5fca/.
