Sporadic Presence in Outlook

Locked Sporadic Presence in Outlook

A couple of weeks ago, many users started having a problem where the presence for some people (in Outlook) showed correctly, but others showed as "Not an Online Contact."  If we wait for a while, some people's presence may change - showing correctly, while others changed to "Not an Online Contact."  Often, if you look at the presence for yourself, the presence shows as "Not an Online Contact."  We haven't changed any of the user attributes and the SIP address = the SMTP address.

The presence status option is enabled for all Outlook users.

    Any thoughts?

We are seeing "Not an Online Contact", but only on some OCS users, not others.  I get status on some, but not all.  What gets really interesting is that one user can see the status of some people, but the other user can't.

What version of outlook are you using?
Is the email address the same as the sip address for everyone?

Both 2003 & 2007.  Yes, everyone's SMTP address equals their SIP address.  Everyone is in the same SMTP / SIP domain.
