Documented? Somewhat, mainly through forums. Customizable? Not recommended if you value being able to contact Microsoft support. It's safer and easier to modify your application to factor GMT offset.

Note to Microsoft: Documented in forums is not really documented.
As fo handling in the application, DST makes this a little more complicated from a reporting standpoint.
As a whold, I find the archiving feature rather half baked.
So far as I can tell it meets the minimum requirement of saving everything, but without a provided retrieval (or even aggregation) mechanism...

Agreed - it would probably be more widely used if it had search and retrieval capability out of the box. I believe the reasoning behind this was that only a subset of the marketplace requires archiving and compliance so they left it to partners to fill in the gaps.
Facetime is a great choice for a full featured archiving/compliance/security solution. If you have more basic needs and just want the ability to so web-based search and retrieval from the archive database my company has a product called SmartSearch that might fit your requirements: http://www.evangelyze.net/products.asp#EC_SmartSearch
