Email Router 2011 download/install fails

I am having trouble installing E-mail Router for CRM 2011.
The only build that is available on MS site now from 1/20/12. There used to be another one, slightly smaller in size.
When the setup starts it says it requires "MS Online Service Sign-In Assistant" version later than 7.25., but it fails to download it. I can't find the download myself for this software. Also I see posts that this is requirement for CRM Online. I have CRM On-Premise.
But the E-mail Router doesn't give options: on-line or not. I'll run the older install, but would like to understand what's happening. Any ideas?

Hi Lana,
Create a folder called Redist on the CRM installation folder.
Inside the Redist folder create IDCRL folder and add the following files:- File names:
- wllogin_32.msi
- wllogin_64.msi
- Download: http://www.microsoft.com/downloads/en/details.aspx?displaylang=en&FamilyID=5e193cfe-f45a-4e29-b6b7-984e7802c639
And run the setup, let us know if this helped.

I actually downloaded Assistant version 6.5 and ran it before. This didn't help.
I just ran E-mail router that I've downloaded couple of month before (size 9,280) and applied Rollups 6,7.
Do you think this is a good version?
