Upgrade Path for Vista Home Basic

A new PC comes pre-loaded with Vista Home Basic but now needs to be upgraded to Vista Business. This upgrade path is not available under any Volume Licensing program. There is, however, an a Vista Business upgrade FPP product available. Does the EULA allow the Home Basic PC to be upgraded to Vista Business by buying the FPP Business upgrade SKU?

Yes, I'm aware that there is no upgrade path from Vista Home Basic to Vista Business under Windows Anytime Upgrade. There is, however, a full-packaged product -- Vista Business upgrade -- that's available. See http://www.windowsmarketplace.com/details.aspx?view=info&itemid=3268634#productSpecs. Can I legally upgrade to this (Vista Business) from Vista Home Basic using this upgrade product? The web site does not specify the OS that are eligible for upggrade.

No. A "clean install" of Windows XP would be required.
