Dear Allen,
Thank you for your interest in the Buy Local program. It appears that you are not eligible because you did not purchase your machine from a system builder, as indicated in your diagnostic report:

Upon further investigation it appears you purchased your system from Gateway.

Circuit City is a national retailer, not a local system builder. As such, they are not included in this program.
