Having problem with Office 2007

I have installed Office 2007 Professional Edition, now whenever I try to use any office program it ask me to validate the product, I enter the valid key , it says configuring product and then I get a message that product configuration is successful, but the help about still show the product ID as blank and whenever I start the office application again, it ask me to validate the product again.
I have also deleted the C:\Documents and Settings\All Users\Application Data\Microsoft\Office\Data\opa12.dat file , but still the same issue.
This instlallation is an upgrade. I also removed the Office suite couple of times and re-installed it but still have the same issue.

Can I have you try this when validating?
WINDOWS VISTA:
1) Click the START button.
2) Click ALL PROGRAMS.
3) Look at the list of your installed programs and find INTERNET EXPLORER.
4) Point the mouse cursor over top of INTERNET EXPLORER until it is highlighted and click the RIGHT-MOUSE button and choose RUN AS ADMINISTRATOR from the menu.
5) You will be prompted by a Windows Vista dialog box, and I want you to choose ALLOW. This will allow IE to start with administrator priv's.
6) In the new Internet Explorer session, manually type or copy this URL: http://www.microsoft.com/genuine (again, make sure it's the new instance of IE that opened as 'admin').
7) Once the /genuine web site loads in the new IE browswer. Click the VALIDATE OFFICE button.What happened? Are the results different?

Michelle,
I did ran the IE as Administrator and validated the Office but still got the validation failed error. Anyway I didn't had any personel data or lots of application on my C drive, so I formatted the drive, did a new install of Vista ( Earlier I had done an upgrade from XP to Vista).Installed the Office 2007.
Validate and Activated both Vista and Office.
