You are correct this is an odd issue, odd enough to chalk up to random chance. Just repartition reformat and try it again.
If you have several Dell computers available, do you also have a Dell OS Reinstallation CD? If so, use that to do a clean installation on your Dell.
If no Dell OS Reinstallation CD, get one from Dell here: http://support.dell.com/support/topics/global.aspx/support/dellcare/en/backupcd_form?c=us&cs=19&l=en&s=dhs&redirect=1

- Hello CitizenX,
Windows Genuine Advantage validation cannot take place until the installation of Windows is activated, and your installation of XP Home on your Dell computer is showing as not yet activated.
If you have not yet tried to activate Windows, please follow the instructions in this MS KB article: http://support.microsoft.com/kb/307890
If you have tried to activate and cannot find the shortcut to start the Activation Wizard, follow these instructions:
Click Start>Run, type oobe\msoobe.exe /a and click OK or hit Enter to start the Activation Wizard manually. (Note the space between msoobe.exe and the /a switch.)

Windows is asking me to activate XP BEFORE I can log in.
I am missing the Installation ID on the activation page to give to the MS tech.

Was told to run the tool and post the results here for help determining WHAT I need to do
to get the activation ID to populate.
I am using a known good OEM version of XP
with the product key on the side of the PC.

I do not have any issues in device manager.
For further clarity here is an email I sent to friends for help:
Simple task. Clean reinstall of XP on a new formatted HD.
Flawless but Windows is asking me to activate XP before I log in instead of the usual 30 days to activate that we always get.
Dell Dimension 1100 with legit OEM disk that I have used COUNTLESS times
XP disk is clean and no scratches.
We can start with this link so you can see where I am running into trouble

(keep in mind I cannot connect to the internet on this PC because I cannot log in to load modem drivers.)
I CAN however get into safe mode. My device manager is solid. No "bangs" "!" under hardware.

I have also followed these steps:
1. Download and run the MGA Diagnostic Tool: http://go.microsoft.com/fwlink/?linkid=52012
2. After running the MGA Diagnostic Tool, click on the "Windows" tab and then click on "Copy".
3. Next, visit the following website and create a post in the "WGA Validation Problems" forum and paste the results of the WGA Diagnostic Data in a detailed post.

4. A WGA troubleshooting specialist will analyze the data and recommend an appropriate solution.

I have contacted MS twice by phone.
They told me both times to contact Dell.
Out of warranty with Dell - want to charge me for an answer.
I think this could be solved if anyone out there has a dead machine they are parting out
with a product key I can use that DELL does not own. I have already used the three I have
for customers/family.

Yes. I DID have to obtain a Dell OEM. (TY friend!)
Required no activation.
But I did have to hunt down some drivers
