    Is there a way to set up finance charges to default to an amount that is 
    higher?
    
    For example, would like to set up to either charge 1.5% or $1.50, whichever 
    is more, in the cases where finance charges that may be less than $1.50

    You'd need to test this to verify, but I believe if you set the finance charges up as whatever percentage you want and then when you assess them enter a minimum finance charge of $1.50 that would accomplish what you're looking to do.
