Questionwhere to talk with live care?

    I have Windows XP and purchased Windows Live One Care today.  Apparently, my Internet Explorer is not working, or is compromised in some way.  It seems to disappear.  I've tried to Download Internet Explorer 8 -- but the Open box (upper left corner) is blank.  And I can no longer reach sites through IE.  How can I speak with a Live One Care advisor, or can you please suggest other ways to help.
