Your daughter's computer is running Windows Live OneCare and it is part of your subscription. She has IE 7.0 and OneCare will not start, reporting that it is at risk. And, she is getting pop-ups.
It does sound like the PC may have become infected. However, the first thing to check is the PC date and time to make sure that it is correct. It it is wrong, OneCare will not start and will report that it is not protecting the PC. Fix the date/time and reboot. If that does not resolve it, and it simply reports that Virus and Spyware protectio is off, try the Virus and Spyware repair tool - http://social.microsoft.com/forums/en-US/onecareupdate/thread/a110d77b-6829-4bc6-8a16-8125e7093913/
If that does not resolve it or the PC is infected or suspected to be infected:
If OneCare did not detect or cannot remove the malware, please contact support to report this and for help with removal. How to reach support (FAQ) - http://social.microsoft.com/Forums/en-US/onecareinstallandactivate/thread/30400b52-7f26-4ba0-bc18-17e305329d90
