My next question is - are my OneCare Backup files essential to restore? They are there in case my files on my hd are lost or corrupted right?

No they are not necessary, unless as you said, files on your computer become lost or corrupted.

Can this tool then be used in the future without any problem? Does that mean I can use this new tool to continue future back ups?

The tool can be used to restore backups only. Once your OneCare subscription ends, you need to find an alternative backup solution. Depending on your version of Windows, there is a backup solution of varying capabilities included wth the OS.-steve
