Onecare system sent me the detail about refund stuff
I don't really know what should i do?

If by "Onecare system" you mean the Windows Live OneCare billing system, then it's probably about the fact that this product is no longer supported or available, so if you tried to renew it couldn't be accepted. Since you really didn't explain completely it's hard to tell, but it really doesn't matter, here's a set of links to various explanations over the last year or so.

and then download and install the free Microsoft Security essentials for malware protection - http://www.microsoft.com/security_essentials/resources.aspx
If you used OneCare for backups, you'll still be able to restore from old backups if you use the OneCare Restore tool - http://social.microsoft.com/Forums/en-US/onecarebackupandrestore/thread/e5d686c8-762b-4b22-bc08-bfb93f911e57, but you'll need to seek an alternative backup solution.
