Hello, I just I throw this out There,
I myself use both the Safety Scanner I use Quaterly just to make sure Windows Live One Care is up to par and running.
One time I had a senero the safety scanner found a worm Windows live one care didn't detect nothing under a routine complete scan.
Safety scan has a registry tool Windows Live One Care does not Why ?
to date I'm trying to figure out why there is a Safety scanner tool ?
Windows live One Care has a 90 day trial that only really runs for 15 days ?
Safety scan is free Why isn't Windows Live One Care ?
These are just a bunch of thoughts I came up with.

Certainly you can use the free Safety Scanner, although I think you'd be far better served by using an alternative on-demand scanner since technically the definitions "should" be identical. If you use a third party on-line scanner you enjoy the advantage of having totally independent signatures and heuristics as a second opinion of your WLOC security without duplication of the effort that you've already put into scanning with the installed product: http://safetyscans.googlepages.com/
If you want to run a registry cleaner, that's again your choice, but you should also be aware of the risk:
Unfortunately, not everyone in our on-line world has an installed Anti-Virus and Anti-Spyware, and in some cases they cannot even begin to install a security product like WLOC without first cleaning up their system. That's one reason for using the Safety Scanner, another would be the use you've already touched on... verifying the results of your installed protection.
I don't think you can seriously compare the features of a security suite like WLOC with the on-demand scanner. Off hand, there is no proactive real-time protection, firewall, backup, scheduled scanning, Microsoft support structure whatsoever, and the the Safety Scanner has not had any development work done since 2006. That's what your paying those big bucks for: http://www.microsoft.com/athome/security/spyware/software/about/productcomparisons.mspx
