MsMpEng.exe Consumes CPU Time

I am running MS WinXP SP3 with MS Security Essentials. I am not running Windows Defender or Windows Live OneCare. Why is MsMpEng.exe gobbling up so much resources when running? Does MSE use MsMpEng.exe also? If so, how do I minimize its impact?

That said, the most common reason for MSMPENG.exe consuming excessive CPU is a conflict.
Prior Security Software?
Any security software still installed?
A possible reason for this problem is that you have conflicting security software installed fully or partially on the PC. Remove all other security software from the PC.
