(1) WLOneCare Stopped Loading + (2) on 2nd computer can't install WLOC because of Norton 2003

I have been using Windows Live OneCare since it first was released and everything worked well. Now I have problems on two of the three laptops on which it is installed.
On my primary laptop, WLOC has stopped loading automatically and I get an error message telling me to re-boot and--if that doesn't do the trick--to call Tech Support. I tried multiple re-boots, but have been unable to repair the problem.
On the second laptop, when I tried to install WLOC, I was told that I cannot do that until I remove Norton 2003. The thing is, I need to have in my possession the 2003 Installation disk (which I no longer have).
Any ideas on resolving one or both of these problems would be very much apprciated. Thanks.

Just got off chat with support. Save this tool:
Then, right-click and run as administrator. I had the same prob., and this resolved it

You can use the Norton/Symantec Removal tool -ftp://ftp.symantec.com/public/english_us_canada/removal_tools/Norton_Removal_Tool.exe
