That's the default out of the box behavior of Project Server.  When a user submits the changes from My Tasks, an e-mail will be generated to the Project Manager/Scheduler.

What do you mean by changes? Typically, the only change a team member can
make is to the schedule, and that is done through My Tasks. When they click
"Submit" on My Tasks, an e-mail will be generated to the Project Owner -
who is typically the Project Manager.

Or are you talking about team member changes to other elements?

So you are allowing your team members access to the Microsoft Project file
in Microsoft Project Professional, then desire an e-mail alert to the PM
whenever they save the file? That's not out of the box and would require
    a custom event-handler.

The next question though is why are you doing that? I have rarely seen a
project manager that would allow team members to control the schedule to
that degree. What are you using Project Server for? It doesn't sound like
    a typical project management scenario.
