Can I read Baseline 0 data via the PSI

  Yup, take a look at the TB_ fields in the tasks datatable. Note that he project level values are stored on the project summary task in this table. If you really want to drill into baseline data you'll want to be in Project Pro or leveraging the Reporting database to roll your own web service.
