I know that the objective is to manage the project portfolio, but it is possible for a project manager to creat and assign isolated tasks that don´t belong to a project ???
A resource can add a personal task to his/her timesheet but does a project manager can assign it to him/her?

this is not possible. Tasks can only be created for projects. Personal Tasks/Administrative Tasks can be added to a personal timesheet, but they do not appear anywhere else on the server. In particular, they are no projects, cannot be managed, do not appear in the usual reports, project centre views, etc.
They can only be visualised in reports which particularly query timesheet data from within the Reporting DB or the Timesheet Cubes.
