How to add a master project and sub-projects programatically

I am trying to import a large amount of project data in Project Server 2007 through the PSI interface. However nomatter what I do, I can't create a project and add sub-projects to it. I've tried using already created projects and adding new, but it simply adds a task to the project and not the actual project.
Is there a way of doing this with PSI, and if not, how can I do that?
