Locked Ms Terminal Services License shows as not applicable after migration to new machine

    So, I migrated from an old W2K3 server to a new one with W2K3 R2 and moved my Terminal Services license over but it shows up as NOT APPLICABLE in all columns in License Manager.  Any ideas? 

    Any help is greatly appreciated.
